Ms Sneddon, 54, worked in the Swansea electorate office of Orkopoulos.
She said she was harassed, bullied and victimised by the MP and co-workers in the office
for almost a year after she reported an October 2005 phone call.
The caller said he had been sexually abused by Orkopoulos since he was 15.
The former Aboriginal affairs minister was jailed in 2008 for at least nine years for
child sex and drugs offences.
Ms Sneddon sued Orkopoulos, the state and the NSW Speaker over her treatment, but after
losing her bid against the state she argued she shouldn't have to pay its legal costs
because of the "unusual circumstances" of the case.
"I've directed my department, the Department of Premier and Cabinet to write to Gillian
Sneddon's solicitors inviting her for an ex-gratia payment in relation to today's cost
order against her," Mr O'Farrell told question time.
"If such a request is made, I'll ensure Ms Sneddon's ability to pay the state's cost
will be met by the government on an ex-gratia basis.
"Ms Sneddon ... shouldn't be penalised for ... reporting a crime to the police.
"Our decision today is the least we can do for a brave and decent woman."

PERTH, April 7 AAP - A 66-year-old West Australian light aircraft operator who fled
the country after being accused of a string of child sex offences could be hiding out
in Malaysia, police say.
Broome resident Charles Gordon Batham fled Australia via Perth on February 21, a week
before he was due to face court on charges including procuring a child under 13 to engage
in sexual activity.
Batham, who owns and operates Broome Trike Flights, was also charged with indecently
recording a child and two counts of intending to expose a child to indecent material.
Detective Senior Constable Wayne Davies said that when Batham failed to appear in Broome
Magistrates Court on February 28, police discovered he had left the country.
Det Sen Const Davies said that while the man's current location was unclear, police
knew he had stopped over in Kuala Lumpur and may still be holed up somewhere in Malaysia.
"We're still making inquiries as to his where-abouts, but we're not 100 per cent sure
whether he's still in Kuala Lumpur or has moved on from there or he's staying in Malaysia,"
he told AAP.
Det Sen Const Davies said Batham had lived in Broome for more than 20 years, but originally
was from the United Kingdom and still held a British passport.
He said police were also investigating whether he had returned to the UK.
"I know he's got some associates in Europe but also in Asia and the UK. These are business
associates and, obviously, friends," Det Sen Const Davies said.
"He was in the trike-flight business in Broome, which is a big holiday town and one
of things tourists do here is take a trike flight over here.
"I suppose he would have kept in touch with those people over the years."
Batham was profiled in the Nine Network travel show Getaway in 2002, he which he was
describe as "a true adventurer".
The show reported he bought a red London double-decker bus, shipped it to Australia
and drove across the Nullarbor Plain, from NSW to WA.
He then later fitted out the bus and used it as his home.
Det Sen Const Davies said Interpol was helping WA police to track down Batham.

She was in fact a permanent Australian resident missing from a Sydney hospital .. where
she was being treated for mental health problems.
Dr HANEEF has returned to Australia for mediation with the Commonwealth ahead of likely
compensation for his 2007 wrongful detention on terror charges.
Maurice Blackburn partner ROD HODGSON hasn't revealed the size of the payout being
sought .. but says it's significant and reflects the terrible injustice done to Dr HANEEF.

Fibre-based communications services provider Level 3 Communications Inc (Nasdaq:LVLT) announced on Monday it has been selected to provide voice and high-speed IP services to QuamTel Inc's (OTCBB:QUMI) subsidiary WQN Inc, a provider of international calling cards distributed over the Internet.
No financial detail were disclosed.
Under the terms of the contract, Level 3 is providing WQN with toll-free IP and local inbound services, which facilitate the delivery of VoIP service to businesses and consumers with broadband connections.
The company also said it will provide WQN with high-speed Internet access with network connectivity up to 10Gb/s.

NSW: Two charged over elderly Hunter woman's death
SYDNEY, April 8 AAP - Two people have been charged with murder in connection with the
death of an elderly woman at her NSW Hunter home.
Hiliary (HILIARY) Allen, 82, was found dead by her son in the garage of her townhouse
in Boonal Street at Singleton on March 2.
Police treated her death as suspicious and said it could have been the result of a
break-and-enter gone wrong.
About 3pm (AEST) on Wednesday, a 25-year-old man and a woman, 22, were arrested at
a library at Oberon in the state's central west, before being taken to Orange police station
for questioning.
Both have now been charged with murder and five counts of break and enter.
The pair, from Oberon, have been refused bail to appear at Bathurst Local Court on Wednesday.
An autopsy reportedly confirmed Ms Allen died from blood loss from a deep L-shaped
wound just above her right ankle.

NSW: Mini-budget passes NSW parliament
SYDNEY, Dec 4 AAP - The NSW government's mini-budget legislation has passed state parliament
unamended.
Handed down on November 18, the mini-budget contained $3.3 billion worth of savings
coupled with additional charges and taxes to help the state deal with a downturn in revenue
of up to $1 billion a year.
The opposition had hoped a number of Labor MPs angry about the measure to scrap free
student travel would cross the floor and vote against the legislation.
Such a move would have triggered an early state election.
However, the legislation has now passed both houses of parliament without any amendments.

Wild weather is expected to dampen New Year's Eve celebrations in parts of Queensland
.. as police prepare to adopt a low tolerance to excessive drinking across the state.
Major centres throughout the state are planning to bring in 2008 with public celebrations
.. including millions of dollars bing spent on fireworks.
But a Bureau of Meteorology spokesman says the chaotic weather which will pummel much
of the coastline this weekend .. could still be around on New Year's Eve.
Police say they'll adopt a low tolerance approach to excessive public drinking at known
troublespots for New Year's Eve .. after the policy proved so successful at schoolies.
And while police won't be adopting a zero tolerance approach on public drinking ..
they say there will be a crackdown.
Extra police have been rostered on to ensure safety of party-goers throughout the state.
Brisbane will host an evening of entertainment at South Bank Parklands .. including
movies .. dancing .. music and fireworks displays at nine pm (AEST) and midnight.
Party-goers are being urged to use public transport.
In northern Queensland there'll be entertainment on the Esplanade at Cairns .. and
a concert at Palm Cove .. again including fireworks.
Townsville will host a gala variety concert at the civic centre and family entertainment
at Riverway from five pm .. which will include sideshow alley .. music .. and fireworks
at both nine pm and midnight.
Dreamworld will hold a party on the Gold Coast .. and there'll be celebrations at Surfers
Paradise .. including four firework displays hourly from nine pm.

Vic: 14-y-o boy threatens police with machete in car theft case
A 14-year-old boy allegedly threatened a police officer with a machete during an investigation
into the theft of a car in Melbourne.
A police spokesman says the teenager was subdued with capsicum spray .. when police
approached the vehicle in Rosalie Street in Springvale around 9.30 (AEDT) last night.
The spokesman says officers investigating a report of a dumped stolen car approached
the vehicle .. alleging the boy threatened an officer with a machete as they tried to
arrest him.
The teenager will face the Children's Court charged with theft of a motor vehicle ..
going equipped to steal .. and weapons offences.
Another boy aged 14 .. and a 15-year-old girl .. were arrested and will be cautioned.

Scientists in Western Australia have produced the DNA database to identify protected
and commercially important sharks.
Department of Fisheries' shark research scientist RORY MCAULEY says genetic profiles
have been established for nine key species including great white .. grey nurse and hammerhead
sharks.

Qld: Migrants boost Queensland's population
Queensland's population has swelled .. as 22 thousand 660 overseas migrants have joined
the interstate exodus to Queensland in the last financial year.
It has the highest population growth rate in the country .. last recorded at two per
cent in June.
But interstate arrivals have been the biggest contributor to Queensland's population
increase .. ahead of overseas migrants and newborns.
Immigration Minister AMANDA VANSTONE says Over 123 thousand migrants arrived on Australian
shores from 200 countries this year .. with the biggest influx coming from the UK.
She says nearly one in four of Australia's 20 million people are born overseas.
The Australian Bureau of Stats has calculates the nation's overall growth rate to be
one new resident every two minutes .. with overseas migrants arriving at a rate of one
every four minutes.

Fed: Detainee 10 days into hunger strike, alleges corruption

SYDNEY, Dec 29 AAP - Detainees at Sydney's Villawood detention centre have accused
a senior staff member of running a drug trafficking business.
The claim is contained in a letter signed by 62 detainees at the centre and forwarded
to the Commonwealth Ombudsman on behalf of an Indian man who they say has been moved into
maximum security for speaking out about the issue.
The immigration department said today they had not previously heard of the allegations
concerning the staffer, who is also accused of running an illegal CD burning business.
The letter names the person, but the department would not be drawn on whether they
would be subjected to an internal review.
The detainees say former Sydney taxi driver Harrinder Kharbanda, 36, has been on hunger
strike since he was forcibly removed from his stage two cell on December 19 after trying
to take some food into his room.
The letter says he is being unfairly punished for speaking out about the alleged corrupt
conduct of a senior staff member at the centre.
"He runs drug trafficking and an illegal CD burning business," the letter said of the
staff member.
"He often tries to intimidate the detainees by threatening or assaulting us with the
help of those officers who work as a bunch of thugs.
"His corrupt acts are well known among the detainees in stage two and if someone tries
to take some legal action, he punishes the detainee by abusing his decision-making power
and or fabricating false reports about the person."
The detainees call on the federal government to intervene on behalf of Mr Kharbanda,
who has spent the past nine months in detention for overstaying his visa.
The immigration department said it was unaware of the hunger strike or alleged staff misconduct.
"We are not aware of a detainee hunger striking for 10 days," a departmental spokeswoman said.
"This is the first time these allegations of misconduct have been raised with the department."
The department treated allegations of misconduct by its staff or staff of our service
provider very seriously, she said.
But she could not comment on whether the staff member would be subjected to an internal
investigation.
Refugee activist Jamal Daoud said Mr Kharbanda intended to continue refusing food until
he was moved back to stage two.
Opposition immigration spokesman Tony Burke said he was not aware of any allegations
of corruption within the centre, but remained concerned that its management was outsourced.
"I do remain deeply critical of the privatisation of the detention centres," he said.
"There should be no profit motive standing between accountability of the minister and
the actual delivery of care and treatment for the detainees."
Villawood management would not comment.

"Consular officials have been in contact with the woman's family and family members
are travelling to Lima," the DFAT spokeswoman said.
DFAT would not confirm the dead woman was Perth woman Kirralee Thomas, but Ms Thomas'
father Stephen Thomas earlier expressed fears she was on board the plane when it crashed
on Wednesday during a freak hail storm.
Mr Thomas, of the southern Perth suburb of Leeming, told The West Australian newspaper
his daughter's friend, named as Eva Maria Gonzalo, 27, of Spain, had died in the crash.
Other family members today declined to comment further.
"At this stage there is no comment, I'm sorry," a male relative said when contacted
at the family home this morning.
He asked that the family's wishes be respected.
The DFAT spokeswoman said:"The consul from the Australian Embassy in Santiago, Chile,
has travelled to Lima and Pucallpa and together with the Australian consul general in
Lima will provide consular assistance to the woman's family on their arrival in Peru."
She said she understood there were no other Australians on board the plane, and Australia
would play no role in the investigation into the cause of the crash.
Officials in Peru have said it is too early to say why the plane came down, but suggested
poor weather or pilot error may have been to blame.
The TANS Peru Boeing 737-200 was reduced to chunks of charred rubble, yet more than
half the 98 passengers and crew miraculously survived.

The first product available through this service is Sega Dreamcast(TM), the superconsole with a built-in 56K modem that brings the most realistic and advanced game play ever achieved in a consumer videogame system, due to release on Sept. 9 in the US. The 17 million users of America Online will be among the first in line for the Sega Dreamcast(TM) console.
From July 6 through July 13, AOL users will be able to pre-order Sega Dreamcast by typing AOL Keyword: eToys or visiting the eToys site at www.etoys.com. AOL will help ensure that video game fans (and their parents) are among the first to own the fastest video game console to hit the market by hosting an extensive promotional campaign for eToys and Sega(R).
"America Online is always looking for ways to bring unique offers and services to our members, and this promotion with eToys is a key example," said Greg Shove, AOL vice president for interactive marketing. "We look forward to working with eToys to continue bringing great values and experiences to our member community."
Toby Lenk, eToys' president and chief executive officer, said the pre-order program is part of eToys' continuing efforts to build on the cornerstone of its business -- customer service.
"Sega Dreamcast is going to be a `must have' product," Lenk said. "With our new preorder service, we're making it easy for our customers to get the items they want, including the most popular ones."
After July 13, the preorder service will open to all Internet users through eToys and AOL. Orders placed before Sept. 9 are expected to ship by the product's release date.
"Sega Dreamcast represents the future of video games," said Chris Gilbert, senior vice president of sales, Sega of America. "It is the first video game platform that allows users to playwerful video game console ever created. It is 15 times more powerful than a Sony PlayStation(TM) and ten times more powerful than a Nintendo 64. Negotiating your non-compete agreement, part III or III.(Mergers, IPOs, and Venture Finance: Equities)(Professional standards)

Dispute Resolution and Enforcement. Disputes can be resolved in courts or through arbitration, and you may be better served by the courts. A buyer may include language whereby disputes will be resolved through mandatory binding arbitration, which generally can be enforced. Buyers will often use this as a tactic to avoid courts in states such as California which do not favor strict enforcement of non-competition agreements.
Some buyers may seek to include language to calculate the amount of damages ahead of time as a way to simplify enforcement in case of a breach. For example, the buyer may want a liquidated damages provision that stipulates a large, fixed amount. However, it will likely be to the seller's advantage to go through a process in which the amount of damage is assessed and a settlement reached.
Multiple Shareholders. When multiple shareholders sign non-compete agreements, make sure you are liable only for your own breach, not for breaches by your fellow shareholders. The Buyer may attempt to include language under which it can sue all shareholders for breach by one shareholder and, if it receives a judgment, collect the entire amount from all shareholders or from any single shareholder, as it chooses. The buyer can accomplish this through covenants not to compete coupled with joint and several indemnification in the purchase agreement or through cross-default language in separate non-compete agreements. As a seller you should qualify the indemnification language or make it "several and not joint", and eliminate cross-default language.
Attorney Fees. Consider including a prevailing party attorney fee provision. This requires the losing party to pay the winner's attorney fees if either party sues for breach of the agreement. This may cause the buyer to be more cautious before pursuing a weak lawsuit and it may permit you to more aggressively defend your case since you would be able to recover costs upon a favorable outcome. The downside is that if you lose, you'll have to pay the buyer's attorney fees as well.
